It's a pivot block set for the Losi 22S that allows you to adjust the rear toe-in on your 22S from the stock 3 degrees to either 1.5 degrees or 4.5 degrees. The 1.5-degree pivot is suitable for high traction surfaces, while the 4.5-degree pivot is ideal for low traction surfaces.
